Local Infrastructure
Business investment continues to drive our regional economy due to continued favorable conditions provincially in the mining and energy markets, and locally in infrastructure, construction driven by residential and business growth. This is demonstrated by projects ranging from the multi-billion dollar expansion of the CCRL refinery to the new downtown office and residential towers.
Natural resource success
Consumers’ Cooperative Refineries Ltd., an oil and natural gas exploration and production company, announced plans for $1.9 billion expansion of its Regina refinery expected to be complete in 2011.
Regina is the hub
The Global Transportation Hub (GTH) is proving to be one of Saskatchewan’s most important economic development initiatives. It is a transportation and logistics project that will have profound impacts for the entire province, the City of Regina and beyond. It establishes and enhances Saskatchewan’s role in the Asia-Pacific Corridor and in the western Canadian network. It will also expand our world-wide reputation as seasoned exporters, shipping three-quarters of what we manufacture and produce around the world. In fact, exports account for over two-thirds of Saskatchewan’s Gross Domestic Product.
Under construction five kilometers west of Regina, the GTH will allow the province to capitalize on some of the world’s largest shipping volumes. The GTH project currently consists of about 2,000 acres of serviced land; a new higher capacity Inter-Modal Facility by Canadian Pacific (CP) capable of about 250,000 container lifts annually; the construction of a one million square foot distribution centre (adjacent to CP’s IMF) operated by Canadian Logistics Services (CLS) to serve the Loblaw’s group of stores; and road infrastructure upgrades to support activity in the GTH including construction of the north-south road connecting to Highway 1 and Highway 11 and an east-west road (Dewdney Avenue) connecting to Lewvan Drive. In addition, discussions are well-advanced with other potential GTH tenants.
To ensure the success of the GTH, the Government of Saskatchewan has created the Global Transportation Hub Authority (a crown corporation) to advise, plan, develop, construct, operate, manage and market the GTH. For further information contact the GTHA.
Downtown development on the rise.
Revitalizing. Regina’s downtown will soon have a different look to it. As part of the City of Regina's plan to improve the downtown area, conversion from one-way streets to two-way streets of 11th and 12th avenues have occurred allowing the downtown to be more accessible. Among the improvements is an open-air plaza north of Victoria Park which will be built on 12th Avenue.

Changing the skyline. The construction of Hill Centre Tower III, a new 20 story office tower to be located on the corner of 12th Avenue and Hamilton Street is currently underway. The new tower will feature a pedway connection to Hill Centre Tower II, a community meeting area that can accommodate up to 80 people, and a public atrium space that will host a permanent art gallery.
Capital Pointe is another major project planned for the site of the former Plains Hotel on the northeast corner of Albert St. and Victoria Ave. at the western gateway into Regina's city centre. Formerly slated as Westgate Plaza, Capital Pointe is to feature a Hilton Garden Inn along with condominiums inside a 25-story tower looking over one of Regina's busiest intersections.
As well, development of a 4-storey office building is planned for the corner of 11th Avenue and Albert St.
2012 National Infrastructure Summit
The 2012 Summit will feature two “Morph My City”
competitions, in which entrants will submit designs for a
state-of-the-art, environmentally sustainable neighbourhood from a
pre-existing Regina neighbourhood and another from an unserviced area of
land. Prizes include a service contract and a cash award, as well as
national exposure.
Also featured will be the
themes: Defining the Need, Citizen Engagement, Financing the
Opportunities, Program Models and Innovation, offering interactive
sessions and speakers.
